L’entrée en vigueur de la monnaie unique européenne, le 1er janvier 1999, a donné un second souffle aux Unions monétaires jusque-là limitées, après l’échec des expériences allemande, austro-allemande, latine et scandinave du xixe siècle, à quelques petits États voisins ou issus de la décolonisation. Celles-ci sont en effet de plus en plus perçues comme une alternative crédible à l’effondrement du système des parités de Brettons Woods et jouent un rôle moteur dans l’intégration régionale ou sous-régionale. Cet ouvrage présente la première étude d’ensemble des Unions monétaires sous l’angle du droit international, réalisée dans le but de contribuer à l’élaboration d’une théorie générale de l’Union monétaire qui fait défaut dans cette discipline. Il s’agit notamment d’identifier les règles sur la base desquelles les Unions monétaires se forment, s’organisent, fonctionnent, produisent des effets juridiques et prennent fin, d’analyser leur contenu pour en saisir l’évolution dans le temps et de mesurer leur aptitude à constituer un système normatif spécifique. Pour cela, il a fallu démontrer l’unité conceptuelle et la spécificité des Unions monétaires en tant que catégorie juridique, par rapport aux autres configurations monétaires entre États (zone monétaire, système monétaire, bloc monétaire, etc.). L’auteur examine aussi d’autres problématiques comme celles relatives aux enjeux économiques et politiques des Unions monétaires dans les relations internationales et à leur statut dans l’ordre juridique international en général et dans le système monétaire international actuel en particulier.

During the last 25 years, monetary practice in most countries has increasingly been characterized by the attempt to achieve credibility of purpose while expanding the freedom of monetary authorities in controlling policy instruments. Thus, the world has moved toward monetary frameworks in which, through appropriate institutional devices, a better trade-off between credibility of goals and flexibility of instruments could be achieved. This attempt, surveyed in this paper, has taken many forms, depending on the countries economic, institutional, and cultural specificities.
